Background
The vacancy is open only for persons with citizenship of the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post. The incumbent will work in the Fund Administration Unit.
Tasks and Responsibilities
Under the direct supervision of the Chief of Fund Administration, the incumbent is responsible for managing the Mission’s ICT services. Specifically, the incumbent performs the following functions:
- Management. Managing the ICT Section ensuring the supply of ICT services to the Mission, in co-ordination with relevant technical focal points in the OSCE Secretariat and ICT Shared Services. Advising the Chief of Fund Administration (CFA) on all aspects of ICT services, processes and controls; assets and budgetary requirements, and IT security. Developing and monitoring the ICT budget expenditure. Maintaining contacts with ICT vendors and service providers as needed for ICT purchases, product updates or maintenance and support.
- Hardware and software administration. Administering and maintaining ICT hardware and software, including configuration updates and security patches, for back-end and front-end systems and services, hardware configuration. Developing proposals for and implementing the ICT hardware/software replacement plan, in co-ordination with the Secretariat, especially in respect of major or significant releases or upgrades.
- IT security. Conducting periodic reviews with respect to effective, efficient, and secure use of ICT systems as per OSCE information security standards and controls, ensuring that requirements are met and that patches and upgrades are in place in line with the agreed priorities and deadlines. Monitoring and analysing logs, trends and security events from various sources with the purpose of recognizing intrusion attempts and compromises, and co-ordinating on those with the OSCE Security Incident Response Team (SIRT).
- Vulnerability management. Co-ordinating the Mission’s activities related to the Vulnerability Assessment (VA) Scanning Capability. Developing mitigation and remediation plans as a result of the vulnerability assessment findings. Managing security incident response, frequently acting as a "first responder", and working with the OSCE Security Incident response team on containment, eradication and remediation for events escalated to incident level.
- User support management. Monitoring the capacity, availability and service level of local ICT services and ensuring that they are utilised in the most effective and efficient way and according to the agreed Quality of Service. Monitoring the work of the Help Desk in addressing incidents and service requests raised by the Mission and restoring normal ICT operations as quickly as possible.
- Guidance policies. Assisting and advising the users in the Mission on ICT services and applications, including issuing training manuals, as well as on compliance with ICT-related policies developed by the Secretariat, while adapting them to local conditions. Identifying training needs and organizing ICT training for users as required.
- WAN and LAN. Ensuring availability, performance, and security of the Wide Area Network (WAN) and Internet/Intranet related services and security systems (routers, perimeter, firewalls, mail and proxy servers, content filtering, anti-spam and anti-virus systems). Ensuring availability, performance, and security of the Local Area Network (LAN) related services and security systems (switches, wireless networking, network access controls, VoIP).
- Data management. Developing and following up on an ICT continuity plan for local ICT services, including daily/weekly/monthly back-up and periodical test and recovery. Administering electronic records management, advising information owners on access controls, file retention, archiving and disposition.
- Performing other duties as required.
Necessary Qualifications
- Citizenship of the Republic of Serbia;
- University degree or equivalent technical certification in information technology or computer science;
- Formal training/specialization in IT security would be an asset;
- Minimum two (2) years of professional experience in managing information and communication systems;
- Computer literate with practical experience in Microsoft applications;
- Experience with managing Windows 10, MS Office Suite, Linux, Windows 2016 server, Internet with emphasis on network administration;
- Excellent written and oral communication skills in English and in Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Holding a valid driving licence.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 2,408.67. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
