Consultant for Data Collection Analysis
UNICEF in Serbia UNICEF is looking for a Consultant to undertake analysis which will inform further development of Education and Science Information System ESIS and of the overall legislative basis regulating data collection and management in the education system and state funded research.
Duration of the assignment is 30 working days from 12 September 2016 to 30 October 2016.

The application must include the following:
- P11 (P11 form can be downloaded from http://www.unicef.org/about/employ/files/P11.doc)
- Daily rate in RSD
- Daily allowance cost for travel within Serbia in RSD, price per:
a) one trip with overnight and for
b) one trip without overnight (for more than 8hours trip duration)

The Ministry of Education, Science and Technological Development has initiated development of the Education and Science Information System (ESIS) to enhance the effectiveness and efficiency of the education system and state funded research institutions and enable evidence based policy making at all levels.
The development of ESIS and its modules is based on a legal basis consisting of numerous laws and by-laws regulating data collection and records management within the education system. Majority of data collection and reporting processes is still done through hard copy versions of documents and progressive development of the information system has even introduced some requirements for parallel record keeping and data collection – in a hard copy and electronic version. In addition, education institutions and state funded research institutions are very frequently burdened with additional ad hoc surveys collecting additional data. One of the aims of the ESIS is to replace majority of hard copy evidences, simplify reporting and data collection processes and increase effectiveness of education staff at all levels by freeing time dedicated to these processes.
In order to carefully plan next steps and gradual digitalization of education records and records related to scientific research, an analysis is needed which would provide an overview of the legal background for data collection, reporting and archiving, current practices related to these processes at different levels of education system with recommendation which should feed development of the ESIS and provide basis for development of the overall legal document regulating data collection and management in the fields of education and science.
